The Saboteur doesn't help the Killers with brute force, it just makes sure nobody else is having a good time. Guns jam without warning, voices warp into unintelligible noise, faces blur into someone else's, and coins drain out of a passenger's pocket right alongside its own. Chaos, not combat, is the whole point.
